Starting last week, customers opened their
menus, and their bill, to see that all service charges are now included in the listed prices,
meaning there is no longer a need to tip extra
customers opened their menus, meaning (that) there is no longer a need to tip extra 이 됩니다.

Starting last week, customers opened their menus, and their bill, to see that all service charges are now included in the listed prices, meaning there is no longer a need to tip extra. 문장에서 meaning ~ tip extra까지는 콤마 앞에 있는 all service charges are now included in the listed prices라는 문장 전체를 보충 설명하는 역할을 합니다.
Starting last week, customers opened their menus, and their bill, to see that all service charges are now included in the listed prices, which means there is no longer a need to tip extra.
